If the item was wrongly listed in a Business Heavy-Equipment category in order to bypass eBay's money back guarantee, you may be able to contact eBay customer service to point that out and start a money back case manually. However, it sounds like you also have a "false tracking" issue, which can complicate matters. The fact that the seller is no longer registered may actually help you, as that generally means that eBay knows that the seller was not following policy.
In standard false tracking cases, the options typically boil down to getting documentation to prove that the tracking does not correspond to a delivery to the buyer's address and then contacting eBay via social media direct message to get a chance to submit the documentation, or else starting a standard "not as described" return and either returning a printout of the "false tracking" if the seller provides for return shipping or else asking eBay to step in and force a refund if the seller does not.
Alternatively, the buyer can pursue a "false tracking" claim with the payment method directly, but once the payment method case is started, eBay can no longer help at all.
Your best bet may be to reach out to eBay via social media direct message, point out if the item was listed in the wrong category on purpose to make it harder to get a refund, that the tracking corresponds to a delivery to another address, not yours, mentioning "false tracking" specifically, and mentioning also that the seller is no longer registered. You may be asked to provide additional documentation from the shipping service to back up your claim of false tracking, but it may be worth trying that route first, even if you do not have such documentation.
In the future, be very careful with sellers that have little or no feedback for selling similar items, or sellers that purposely list items in the wrong category to get around eBay guarantees.
