OP4 months agoeBay can’t follow it up knowing sometimes people make mistakes on the return request is there no agent to step in? The order itself has two tracking numbers same laptop one from china and the other one from USA they can’t see that it’s too strange to have two tracking numbers one showing delivered but nothing came through

"I really need help eBay is saying the fact that i closed the request they can’t step in is there any other way they can help or i should just let go of my $810?"
Closing the dispute ended ebay's protections. However, If you paid for the item using a credit card contact your card provider using the number on the back of the card, tell them what happened you were sent an item you did not order and the seller was removed by ebay. Then ask what steps you should take to file a charge back.
As for ebay not dealing with returns by people from Africa, that's just not true. What can be a problem is filing disputes on the U.S. site if a buyer uses a freight forwarder located in the U.S. to forward items to them in Africa, because there is a 3rd party involved in handling and shipping, who is not the seller or buyer.

What type of dispute did you file? If it was an Item not received, you had to wait until ebay closed it, finding in the seller's favor. Then you could have filed a not as described dispute.
Closing the dispute before ebay ruled on it, may prevent you from filing a not as described, but you can try to file a not as described, using the More actions button.

When you opened the return dispute what reason did give for filing it?
If you selected Item not as described, the seller will have 3 days to respond to the dispute and since they are no longer a registered user, they will not be able to do that. So 4 days after filing you can open the dispute and use the Ask ebay to step in button.
If you filed an item not received dispute, you will have to wait for ebay to close it in favor of the seller, because there was a delivered scan on the tracking info. Then you can file another one for Item Not As described. You may want to read the terms and time frames for using ebay'c Money Back Guarantee (MBG) policy in the link below. A link to the policy can be found on every listing in the right hand column under the accepted payments icons, under the Shop with confidence header click on Learn more.
