Scam
I bought an ignition control module for my 2006 Saab 9-3 2.0T sedan B207 engine. The part number was J5T45271. An exact fit. I received an email confirmation that identified the exact part number and the amount paid. However when I started receiving shipping updates the image of the part being shipped was J5T45171. The language also changed the part number to J5T45171. This was not what I bought and doesn’t fit my Saab. Not only that but I was told almost immediately that the carrier had my item. I didn’t know then but do now this pattern is part of the scam. About a month and a half later the part was delivered. Of course it didn’t fit nor work. To make it fit I cut off a plastic key tab. Once connected the car jerked, stutters and shuts off. I used my OBDII scanner and had quite a few error codes. I removed the part took photos of it side by side to the original and sent it back to the seller. eBay was absolutely no help. I think because of the time lapse. Anyway I decided to buy another one the other day from a different seller, although it may be in name only, because the exact same pattern is happening. The eBay seller is located in California but the part is being shipped from China by ship. Upon receiving an email identifying the wrong part with the same language that the item is with the carrier, and it is coming from China, so I immediately started the return process. Unsure if I should accept delivery or what

Sorry that you're having so much trouble with your purchase.
You shouldn't file a return request when you don't have an item to return
I understand and share your frustration, my reply is long because I want to make sure that you are aware of all of your rights as a buyer. Never expect an item sooner than the last estimated delivery date. If it is more than 7 business days chances are the seller maybe not be telling the truth about the item location.
Advise the seller that per eBay policy they are required to to state the true location that they are shipping from on the listing and that if they do not cancel and refund you NOW that you will be filing an eBay Money Back Guarantee case.
You should report the seller for violating eBay policy by lying about the items location. eBay doesn't know that the seller is shipping from a different location than stated on the listing unless they are reported.

Say in the box "Item location misrepresentation. seller stated they would ship from US but is actually shipping from another country." Don't get too wordy as bots read this first.
NEXT> File a not received refund request when it is one day past the last estimated delivery date stated in your purchase history. https://www.ebay.com/help/buying/returns-refunds/get-help-item-hasnt-arrived?id=4042 Then Ask eBay Step in and help on the 4th business day if the seller has not refunded you.
NEXT> If the item DOES arrive on time then you can file a return request as an incorrect item location makes the item not as described. IF it arrives in the US with Tariffs due RESPOND TO THIS POST BEFORE FILING A REFUND REQUEST. You will need to handle this differently.
The seller will not be able to provide a valid return label since they are located in another country. If the seller shipped from the US they are not allowed to require a return to another country even for buyers remorse returns. Sellers are required to pay return shipping for not as described items no matter where they are located.
Select the return item button on this page:

Ask eBay to Step In from the case after 4 business days if the seller has not refunded or sent the money to your PayPal account to pay return shipping> https://www.ebay.com/help/buying/returns-refunds/ask-ebay-step-help-buyers?id=4701&st=
The seller then has the choice of sending you the money to pay return shipping to your PayPal account OR refunding you without a return of the item. Do NOT pay return shipping yourself and expect to be refunded for it after the item is returned even if an agent says to do this as eBay can not force a refund from the seller for more than the original sale price.
eBay may place the case on hold for 5 days if the seller chooses the PayPal option.
99% of the time a seller in another country will refund without a return of the item once you involve customer service.
Returns to countries NOT on this list must ship via Priority Mail or you will not have tracking proof of delivery.>

If you do have to buy a return label with the funds the seller provided then you MUST enter the tracking number into the return request so you will have proof of the return.
Adding tracking to your return:
Adding tracking details to your return helps protect against delays or issues in the refund process.
Here's how to add the tracking information to your return if you're using your own return shipping label:
Go to the return request in Purchase History.
Select the shipping carrier from the dropdown list. If you select Other, enter the carrier name.
Enter the tracking number.
Select Mark as sent.
