This is a SCAM.
Neither eBay nor PayPal will send you an email addressed to "Dear". That's the first red flag. If you received this email through eBay messaging, there is a Report feature there. It's either under the Action menu or the three dots in the upper right. Be sure to report this message to eBay. And of course, do not respond to it.
