Sellers have no way to charge a buyer for anything. Only a buyer can initiate a payment to a seller.
Unless you see two purchases for the same item in your Purchase History, then I think if you look again, you'll see that one charge is a pending charge which puts a hold on your funds until the approved transaction is posted to your account. Within a few days, the pending charge drops off.
