priley2, I won't @-tag you because I just want to quibble about semantics, but, just in case you happen to return....
eBay does not charge sales tax. Your state charges sales tax. eBay collects that tax on behalf of the state, just like Walmart does when you buy something there. eBay has not volunteered to collect that tax, it is required by law. They have no choice whether or not to collect it, just as you have no choice whether or not to pay it.
I've used the word "just" four times in this post ... five if you count the one in the first clause of this sentence. I'll stop now.
Yes. Sales tax is determined by the delivery location, not the sending location. If your state has a sales tax, it will be applied to all of your purchases, no matter where they come from.
It goes to your state. All marketplace sites like eBay, etsy, amazon, etc, must collect sales tax based on the receiving state's tax laws. This has been the rule of law since 2018 - each state has implemented 'marketplace' laws in the years since then.
eBay's volume is not tapering off - Q4 2024 showed a 4% growth in gross merchandise volume year over year. 🙂

So where does all the state sales tax collected by eBay go?
They don't send it back to Japan. Do they send it to my state tax collector?
I doubt it.
On a 3,400.00 watch from Japan my state 8% sales tax would be $272.00
I can see why eBay volume is tapering off.
