Sometimes yes, and sometimes no.
eBay collects sales taxes on shipping when the laws of the state of delivery require sales taxes on shipping charges.
Examples:
An eBay buyer with a delivery address in Texas will pay sales tax on the shipping charges he pays.
Texas law requires sales taxes on shipping charges.
An eBay buyer with a delivery address in California will not pay sales tax on the shipping charges he pays.
California law does not require sales taxes on shipping charges.
And an eBay buyer with a delivery address in Oregon will pay no sales taxes.
Oregon is one of five states that do not collect sales taxes at all.
