Sales tax
I live in a NO SALES TAX state. If I sell an item to an out-of-state buyer, but...they pay for it and pick it up in person from me, is that person liable for the sales tax in their own state (as if they purchased it online)?

If sold with local pickup, I would expect eBay to apply the tax for your state (in this case 0), not the buyer’s. The tax is generally determined by the location of receipt by the buyer, with the exception of vehicles - most states have a separate set of rules for vehicle sales.
If sold with shipping and then the buyer picked it up instead, eBay would charge him tax based on his delivery location.
If the item is very expensive, the buyer should check with his dept of revenue to see if any special rules apply to his out of state purchase.
