ebay charges the buyer the sales tax rate for the state the package is going to. If no sales tax is charged, then the seller probably has a sales tax exemption filed with ebay.
You need to apply to your state for a resellers permit. It might be called different names in different states. You will need 2 accounts on ebay if you plan on purchasing items for resale, as well as purchasing items for personal use.
