Yes, but s/he gets a "defect" for doing so unless the buyer causes it by requesting it of the seller or trying to make the seller ship to a bad address (e.g. one in a location the seller doesn't ship to) or by not paying within the 4 full calendar days the buyer has to pay (that reason doesn't show up on the menu of cancellation reasons until after the 5th midnight Pacific Time).
Of course cancelling can also violate eBay rules in several circumstances, e.g. doing so to avoid having paid the Reserve Price Fee by setting the Starting Price lower than s/he is willing to sell for.
