Rude seller
I recently bought a baseball card and paid $5 for shipping and handling. The item came in and I had to go to the post office and pay an additional $.63 to get the item, the seller had put the card in a bubble mailer with just a stamp on it. I contacted the seller to let them know the item had arrived and this was the interaction:
Me: Item received today.
I had to pay additional postage.
Seller: Ok
Me: You charged $5 and then put a stamp on it and I had to pay an additional $.63
Seller: It’s 63 cents come on now
Seller: Idk what you want me to do. I haven’t had anyone else have this problem
Me: So everyone else is fine being charged $5 and then having to pay even more because you don’t put the correct postage on? Ok
Seller: I have to pay the charge to when I buy cards
Me: I sell on eBay also and you can change the shipping costs or maybe put the correct postage on the envelope.
Seller: Ok Karen have a good day
Seller: You can put a bad review if you want to I really don’t care
Am I wrong to think that this should have gone better? I would have been fine with something like, I am sorry about that, let me give you a discount or free shipping on the next item you buy from me. I know it is just $.63 but the principle of the deal is he charged $5 and then put a stamp on it. Talk about ripping someone off.

If you received an item that is not as described (in your case, the item came postage due), you have up to 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.
I personally would return the item. Maybe the seller would care a little more in the future about the way he does business.
