I've sold and shipped an item that has been returned to me because buyer no longer resides at address they used for shipment. How do I go about sending to their new address through ebay and sending them an invoice for new shipping costs

You can issue a partial refund for the Item less any shipping you paid.
Then relist the item and notify the buyer.
The buyer can purchase the item and pay shipping again, and... checkout using the correct address.
