Mentor1 year ago@betterthenhim_934 Sellers are responsible for items arriving safely and on time. You need to file an insurance claim, however reshipping may have voided your postal insurance so don't mention the new tracking number.
As for the refund amount.... if eBay stepped in and forced a refund, you get a defect and do not get your sellers fees back.
This is how refunds work>>
Refunds, even for order cancellations, come out of your available funds not pending or held. If you do not have available funds then eBay charges your back up payment method for selling costs.
Have you entered your backup payment method for selling costs here: https://ppcapp.ebay.com/myppc/wallet/list Select Manage under the method you want to use then select Preferred for selling costs. I use a credit card.
Once you issue the refund and the buyers funds are released from being held or finish processing then the buyers payment is released to you.

This is how you should have handled the refund request:
Contact your buyer and ask for pictures of the item, the packing material and the box. Ask the buyer to hold on to all items as the postal carrier may wish to see everything before they decide your insurance claim. Insurance claims are not paid for damage in shipping if the seller didn't package the item well enough.
Then you refund the buyer as soon as you have your pictures. The buyer doesn't wait for the insurance payout if any. Insurance is for the SELLER the buyer is covered by the eBay Money Back Guarantee.
eBay shipping labels come with $100 insurance except for media mail.
Here's how to file insurance claims with each postal carrier or insurance provider>
