    I recently lost my right to "make an offer" ebay saying I owed  buyer's money for purchases I made.. this has happened to me in the past, I didn't understand the rules.. but it's been a long time since that has happened... I still can't make offers.. how long do I have to wait? Some sellers don't understand what I'm talking about.. when I ask them to list as a buy it now...

    What error message are you getting when you try, or if no error message what circumstances lead you to your conclusion that you are unable to make an offer (and do you get the same message when you try to bid or Buy It Now):  what page are you on, what blanks do you fill and what links do you click, what happens next vs. what did you expect to happen?
