If you expand more or provide examples it might be helpful but those are two separate questions.
-Can Buyer return parts? The short answer is yes although in some situations a return can be denied
-Can Buyers repair parts? The short answer is yes BUT, if they return a part they tried to repair it changes the Condition and the Seller may be able to deduct the original shipping the Buyer paid and up to 50% of the original item price. Seller protections | eBay
-Buyers are protected by the eBay MBG and it often trumps a No returns accepted return policy ... not all Sellers realize that: eBay Money Back Guarantee policy
