If seller refunds buyer for package that has a late delivery. How do you recharge buyer when it does get delivered and they want to keep item?

eBay does not have a way for you to recharge the buyer, so you and the buyer can agree on a method outside of eBay. The easiest is to get the buyer’s email address and send them a PayPal invoice.
You can also give the buyer your email or cell # and they can use Venmo or zelle - whichever works for you both.
The buyer can send you a paper check, or you can set up a listing for them to purchase - make it a service with no shipping.
