So I sold an item to someone, insured nd shipped the item, it was delivered and the buyer stated there was nothing in the envelope. I have tracking info and also photos of the item before and after shipping. A case was opened and was found in my favor for a request for a refund. The buyer then openedna request to return and I declined stating that the buyer stated there was nothing to return and that the previous case was found in my favor and I don't understand the request to return an item that the buyer stated he didn't have. What is the best way to go about this? I feel like I am being played but don't want to be accusatory like the buyer has been towards me.

Is this the $4000 coin?
You'll need to accept the return or eBay will take the money from you anyhow.
File a claim with USPS. They will be able to look at the photos and weights of the item at multiple places along the shipping route. If the envelope was open at delivery, they will be able to see that.
USPS Postal Inspectors take the theft of an item in the mail very seriously.
Theft or tampering with the mail and mail fraud are both felonies.
USPS will do their research on this one
Ask the buyer for photos of the box/package with the label, the damaged item, and the packing materials.
File your claim here: https://www.usps.com/help/claims.htm
Even if you were able to decline the buyer's return request, the buyer can still file a credit card chargeback, so get your USPS insurance claim submitted.
