returning money to buyers
if the buyer uses a tool he purchased then returns it with a excuse should the buyer get all his money returned?

It depends on the return policy on the item, and possibly on the reason he states for the return.
If the item had returns accepted, then you accept all returns within the return period - no excuse needed. If sold with no returns, and the buyer said not as described, then you must accept the return or refund without returns within required.
You are top rated, so if the item qualifies, you may be able to withhold a portion of the refund if the item was used. But, then fees are not refunded, so you need to do the math to see if it is worthwhile.
