Returning an item to an international address when it was shipped from Illinois

I purchased pool cleaner filters which were the wrong size. They arrived in 2 days, from Illinois, which is where I live also. The return instructions have me shipping to Sri Lanka. Is this to intentionally make it cost prohibitive to return? What recourse is available to me?

Go to your Purchase History, find the item, and under â€œMore actionsâ€ click on â€œReturn itemâ€ and select the reason for the return. Attach a photo.
If your return is approved, the seller will have 3 business days to either accept the return and provide a prepaid return shipping label OR refund without having you return the item.
If they don't do either, you can go back to your Return Request details 4 business days after you filed the Request and ask Ebay to step in.
If the seller is from another country, s/he will have to send enough funds to cover return shipping, because the seller cannot provide a shipping label good in this country, or they can refund in full without having you return the item. If the seller does neither, click on the link to Ask Ebay to step in, when it shows up in the case.
