Returned an item that was not shipped yet, was not refunded shipping cost.
I returned an item after asking the person if they sent it out yet, they said no i can get my money back and they said sorry for taking so long, which is fine, but why am i paying over 8 dollars for shipping still when it was not sent out?

You can’t return an item you never received. You wanted to wait and open a not received claim to get a full refund. You can’t open one now, so call your credit card issuer and ask them to open a dispute for the remaining amount.
