Question

I just had a package that was undeliverable and was sent back to me. Am I out of the shipping costs, and still have to refund the buyer too?

I would refund the buyer the item cost only and see what happens. Refund through your list of sold orders.

If the buyer opens a not received claim to try to get the shipping refunded, contact customer service - they should close the claim with no further refund. The buyer loses the money back guarantee if their address is not correct.
