An item I sold was returned to me for wrong address. Buyer wants to pay me to ship it again to the right address. How do I bill him for that? eBay’s help really sucks

When this happens the Buyer loses their eBay Money Back Guarantee. You only have to refund the item price but not the original shipping the Buyer paid, that money was spent on the round trip shipping.
Message the Buyer and let them know they can purchase the item again after correcting their address.
If you don't want to deal with them again you can refund as explained above and then add them to your blocked list on this page. Buyer management | eBay
If you try to get paid outside eBay for another shipping label then you are sharing some of your personal information which is not advisable.

Another option is to refund the item price only from the drop down menu next to the item. Then relist using sell similar so that the buyer can purchase again and put in the correct address at checkout.
