Return the phone and seller cannot process a refund

Question

I returned a phone that was bought more than 6 months ago as it was blocked by AT&T. I contacted the seller and returned the item when the seller sent me the shipping label. The seller is asking me my paypal id for refund and I'm not able to send it via ebay messages. And the seller cannot process a refund on the order since it was more than 6 months old... Can you help on how do I proceed and I have no luck contacting ebay. thanks
