Return shipping label?

Question

I sent a device to a buyer free shipping, he claimed it was defective. I sent him another device I tested personally, again free shipping. He claims it arrived broken and sent a picture of it clearly damaged. Buyer has 0 rating.

I tried to generate a return label for him but when I go to the order it just says review case details. I don't see anywhere I can make a label for me to send my hardware back. I don't want to issue a refund without the hardware in the case that he is just scamming me. Any ideas or help? Im very new to ebay.

@shepdelacroix Sorry but they have already scammed you because you sent a replacement item.

This is how refund requests work> buyer files refund request> you accept it, buyer prints return label from the request> you issue a Refund for the item AFTER you get the item back. Next the buyer can purchase another item from you if they wish, or IF you wish to allow them to.
