hello yesterday I got an item I purchased but when it came it wasn’t complete. I contacted the seller and issued me a refund. I got the refund and am still waiting for the seller to message me the return label. They have not. How long do they have to send it and will my card be charged again of the seller takes to long to send we the return label?

At this point, you are not required to send it back to the seller.
If the seller wants the item back, they would have to figure out a way to send you a label but it won't be through the return process. That case/claim is closed and can't be reopened.
