In order for a Buyer to return an eBay purchase, it can depend on the reason for the return and the Seller's return policy in that listing.
In general though, you would need to go to your Purchase History and find the item. Then you can open a refund request. There should be a list of reasons for the return.
Again, depending on the reason, the Seller may have the option to decline the refund request.
