I need help!! I sold a pair of sandal, shipped them and later the buyer told me that “it was the wrong address, and usps returned them back to me. Now she want a refund, but I don’t think it’s fair that I have to pay shipping when she was the one putting the wrong address, I feel like I’m being scammed. Help on what to do please

I don't believe you are being scammed.
The easiest way to handle this is to refund the Buyer minus any original shipping they paid. Then relist.
You are only required to refund the item price.
