Always get the item back and then refund the buyer. Once you issue a refund the buyer can NOT access the eBay return label and there is no motivation for the buyer to return the item. You will not be charged for the eBay label that was issued in the return request since it won't be used. You can send the buyer a return shipping label in eBay messages as a JPEG. Buy the label on Pirateship.com. Pirateship charges the same commercial rate as eBay and they refund you for the label if it's not used within 30 days.
