How does the return policy go on eBay and where can I find it to read it on purchasing things out of the country

Make sure the seller accepts returns first. "No returns" only means they won't accept returns for buyer's remorse reasons. If the item is damaged or not as described, they will be required to accept a return, or refund without a return.

The main hurdle is getting a prepaid return label from the int'l seller - they would have to arrange that with you, pay in advance.
