Return of an item
The buyer has requested a refund after receiving the item on August 28,2023 It is now October 7,2023....The item worked when he received it.How do I know if he hadn't used it for over a month and possibly damaged it?

The request is too late, so you can refuse, but if the buyer files another claim with their payment issuer, like Paypal, you'll need to accept the return.
If you accept this return now, you need to send a prepaid return label. Paypal doesn't ask you to do so.
If you refuse, the buyer can ask eBay to step in. There is a chance that eBay accepts the return, refunds the money from your amount and gives you a nasty defect.
If the item comes back damaged, you only can give a lower refund if you are a top rated seller or offer free returns. So this possibility is not available for you.
