Return not refunded

Question

Merchant agreed the return of an item. But, he refused to refund me my money after receiving it on 7/7/23. Instead, after receiving it, Merchant asked eBay to intervene. eBay said, they will decide on 7/12/2023. Today is 7/13/2023 and eBay hasn't done anything. Merchant doesn't want to talk about it anymore. eBay is not communicating with me. I don't know exactly what Merchant is telling eBay.

Please help...

Merchant asked for ebay to step in. eBay said they will decide on 7/12/23. No decision today --7/13/23.

If tracking shows DELIVERED back to the seller, the seller has 2 days to refund you. If no refund, you go back to the Returns Request and click Ask ebay to step in. Is this when ebay said they would decide on 7/12/23 ?
