return not received
The buyer says they returned the item but I have not received. USPS says the item is in transit but the status of it hasn't changed in over a week according to tracking. I do not believe the buyer actually returned the item or he used the return shipping label on something else with the intent of keeping the original item .

I'm not sure how you can possibly make that leap. USPS says the package is in transit. Now you wait for it to be delivered to you. Then you can refund.
