Return lable
I issued a refund for a wrong item sent to buyer. However since I sent refund before they requested a return a return label cannot be created. How can I send them a return label through Ebay?

The correct steps would be to advise the buyer to open a return, accept the return, and then refund after you receive the item back. If you refund before the item is returned, the buyer has no incentive or obligation to return it.
You won't be able to create a label through eBay at this point, but many sellers set up a free account at pirateship.com and create the label there (it's also a good alternative to use if eBay shipping is ever down).
