Return label refund a buyer

I don't accept returns but I am going to for an item. I will refund the money etc. But I can't initiate a return label. I'm not saying on computer and I do this from my phone. Please help.

Buyer needs to open a Return Request, which you approve, then ebay will send a link to the buyer to print a return label.
