When a buyer opens a return, these are your options:
Refund without requiring a return.
Accept the return, in which case the buyer receives a link to a return label, and you wait to refund until you receive the item back.
You selected the first option, so the buyer has no obligation to return the purchase and eBay will not generate a return label. Since he is willing however, you can purchase a return label through a website such as PirateShip and email the .pdf to him. You'll need to ask the buyer for his email address (which is OK to do as you are in a current transaction).
