Return issue
The tags were removed and not returned with the item. I will not be able to sell this item. I don't feel a full refund is warranted. But ebay will not let me do a partial refund

Yuo can only issue a partial refund if you offer free returns, or if you are to rated and offer 30 day returns.
All you can do is issue a full refund, then report the buyer for abusing his return privilege.
