Return instructions from Seller
I purchased item from Seller. He instructed me to keep the item but to post a positive
review about his business and he would return all the money I paid for the item after I
posted the positive review. Is the the way EBay conducts business??

Nope. He is trying to trick you into leaving positive feedback that cannot be changed.
If there is a problem with your purchase, open a return request so eBay can help, if needed.
Go to your purchase history - select return this item. Under reasons select does not match the description, and follow the prompts. Describe the defect in the comments.
The seller has 3 business days to send you a return label or a refund. If he doesn't, or says he cannot send a label, go to your case and click 'ask us to step in'.

He has to refund my money because I sent him the item I had purchased from him.

If you already returned it without opening a return request, talk to customer service and ask if there is a way you can add your tracking that already shows delivered. I don't know if they can.
To speak to customer service, use the link on this page “have us call you†- https://www.ebay.com/help/eua?id=5275&mkevt=1&mkpid
If you don't see 'have us call you', click chat. Then type contact an agent.
If they cannot handle this, you can call your credit card issuer and open a dispute for a return with no refund.
