Seller's ad said refunds accepted and that's why I ordered from them and not somone else. Got the boots I ordered. They were too big and I think they were pre-owned althought they were described as NEW in the listing. I got only a "return closed" notice from eBay. Not a peep from the Seller and no way to protest the denial. And, while eBay advertises a satifaction promis - because the "refun is closed" I can't contact eBay. Other than never buyng from this seller again, does anyone have an idea of how to dispute this?

Often the reason for a return will dictate what you can and cannot do. With regard to size, if the size ON the boots matched the listing then the fit issue is between your feet and the manufacturer's pattern for that size, not a Seller issue.
If you determined they were used and not new you could have use the Not as described - does not match description or pictures return and been issued a pre-paid shipping label from eBay to send the boots back. The seller would have 2 days to refund you once tracking shows they were delivered, failure to do that you could go back to the claim and ask eBay to step in to force the refund.
PayPal allows claims up to 180 days but if accepted you would pay the return shipping.
Cradit cards allow charge backs in certain situations.
