Return an item

I bought an item on eBay, when it arrived it was the wrong item, I contacted the seller who offered a discount. I can't use the item because it's a different scale than the scale I own, model trains. I started a return after the seller lied to me about sending a replacement for the item I bought, eBay closed it. The seller contacted me again and promised to refund my money if I would close the return on my end, like an idiot I closed my return and the seller never refunded my money. I spend a lot of money on eBay and they have abandoned me, there is no way to reopen the return and I'm out money, of course eBay has now lost my business, any ideas how I can get at this seller .
