Have you read eBay's Money Back Guarantee?
If a seller doesn't provide a prepaid shipping label OR a full refund within 3 business days of your filing a Return Request ... then you just need to go back to your open request and ask eBay to step in. eBay will handle the rest.
A seller cannot prevent you from getting refunded by delaying. They only hurt themselves.
