Are you the buyer or the seller?
I will assume you are the buyer who made a best offer to a seller.
a) If the seller has accepted the offer, contact the seller and ask him/her to cancel for "Buyer Asked to Cancel".
b) If the seller has not accepted the offer yet, see if you are able to retract it this way,
Use this form to retract the offer: https://www.ebay.com/offer/retract
-- enter the eBay Item Number to retract
or:
Go to Bids/Offers in My eBay.
Find the offer you’d like to retract.
Select Review offer, then select Retract offer.

c) If you are unable to retract your offer as described in "b" I would message the seller to request that he/she not accept the best offer.
