The seller cannot give you permission to retract. Either you have one of the very few very specific valid reasons, or you don't. Either you are within the deadline (12 hours before the scheduled end or 1 hour after the bid, whichever is later, but no later than the actual end of the auction) or you are not. The seller can cancel your bid on his/her own up until the auction actually ends for just about any reason, including that you asked but is not required to do so, but has no say in whether you can or may retract. If the seller claims s/he can't/doesn't know how tell him to find it in the Sell Section of the Site Map linked at the bottom of just about every ebay.com page.
