If you enter a bid and the message says "reserve not met" can you retract the bid?

No, but you don't need to. If you don't meet the Reserve, then you aren't obligated for anything, you can go your merry way. And if the seller later lowers the Reserve so that it becomes below what you had bid, eBay automatically lowers your bid to $1 below that new Reserve.

There is no reason to retract your bid since your bid did not meet the Reserve Price set by the seller.
