Go to the Site Map (link at the bottom of this and most ebay.com pages) Sell Section (use the shortcut at the top--it's a long scroll down) and you'll find the link to that and several other useful seller tools (including your Blocked Bidder/Buyer List to which retractors and cancellation requesters should be added).

-Sellers can Cancel bids here, you need the eBay Item Number off the listing and the Buyer's ID.

-Buyers can "Retract" a bid but the process assumes the Buyer will replace the original bid with a new one, it is intended to correct mistakes but many Buyers abuse that privilege ...
