Retail Delivery Fee charged to buyer

Question

I've been selling for several years and have never before seen a fee that was charged to my buyer on a recent order, called a Retail Delivery Fee. I have tried to search and have not found anything about this fee. Does anyone know about this and why it was charged? The buyer is in the US, order is shipping within US, buyer paid the normal sales tax and chose & paid for a typical shipping service USPS Ground Delivery. "Retail delivery fees on eBay are state-mandated taxes (currently Colorado and Minnesota) charged to buyers on taxable deliveries, not seller fees. eBay automatically collects these fees from the buyer at checkout and remits them, ensuring compliance with state road maintenance laws"
