-New Buyers have Buying limits: Buying limits and restrictions | eBay
-That page also covers a few restrictions but if you have 2 or more Unpaid item strikes you will be hard pressed to buy on eBay until they roll off your account and you have 1 or less. Those strikes take 12 months to drop.
