Did you receive any kind of message about why you couldn't buy?
I can't see anything in your profile that would cause ebay to restrict you except for maybe that you recently increased your buying habits by quite a bit. If you not able to bid on or buy a particular seller's items it may be because you were blocked by them, because of non payment strikes, or another automatic block many inexperienced sellers do not know about whose default setting blocks more than (1) purchase from a buyer in the last 10 days.
