Click on > https://www.ebay.com/help/contact_us?id=4002&st=10 to see the various options to contact eBay
If you decide to receive a call back, make sure your phone will not block the call back

did u sign up for eBay's Managed Payments system? if not, that could be the reason. eBay won't let sellers list unless they do this
