@markrusger0,
It would have helped if you had mentioned starting to sell, in your original post.
New sellers can list (or sell) up to 10 items with up to $500 in sales each month. Higher limits are subject to eBay's evaluation of a seller's account.
In addition to the $500 limit, there will be a 21-30 day hold placed on your first few payments, until you prove to be a reliable seller. The funds can be used for shipping if you specify a cost on a listing. You can find out about the Hold and how to deal with it in the link below.
You will have to decide how you are going to ship internationally, either using ebay's International shipping program (ISP) or by using an international shipping services that provides door to door tracking. The ISP is more expensive for buyers and is often slow to deliver items to some countries. Not knowing what international shipping services are available to you if you use The Philippine Postal Corporation, you can probably set up Calculated shipping, which will give buyers from countries you will ship to, the shipping cost, but not the Value Added Tax, or customs fees they may owe.
Hopefully, you are not drop shipping items from China, which may cause you lots of problems.
Thank you so much for that information. May asked if there is an email where I can send documentation of legitimacy? Base on the email ebay sent to me that I need to contact them so that they can asked questions to reinstate my seller account. Do ebay have some call center here in the Philippines that can give me a call so that they can verify it?
I already received the email that ebay sent to me but it was not clear why its was restricted it just stated that their is some policy that I didn't follow and I just want to know what policy is that so that I can send documentation or proof that they need from me, I also tried to contact the help center for help but it was keep going in circles.
Thank you so much for the information its helping me alot

@markrusger0,
Since you just signed up to use ebay, you have a limit on how much you can spend or how many items you can buy at any one time. eBay limits new buyer's until they prove them selves to be reliable payers. read the info in the link below.
You may not be able to buy at all from sellers unless they will ship to the Philippines. You can find out what countries a seller will ship to, by clicking on the Shipping, Returns & Payments tab on a listing page. On the page that opens there will be a box with a drop down arrow to select your country, if it does not appear there, the seller doesn't ship to the Philippines.
I just saw @mr_lincoln 's reply. You may not receive a message from ebay about the new member limit. You would receive a message if the seller doesn't ship to your country.
I see you are in the Philippines. You should have received a message from eBay stating why the account is restricted and they should have provided you with the reason(s) and a way to contact them.
It stated in the email that ebay sent to that they need to contact me to asked some information to have my account back. Was there is Philippines help center that can reached to have my information verified or was their an email where I can send my response.
So is there anyway i could do to get my account back or i just delete my account ?
@markrusger0
You stated up thread that eBay wanted to be in contact to provide information, they should have provided you with a way to contact them. They have enough information on you already that if you try to open a different account it will be restricted too. We have no access to your account so you need to be in direct contact with eBay to get the details ironed out so you can sell if that is what you want to do.
We are also from the US here and do not have details on the step by step process for opening an account with eBay from your country.

I didn't try to buy any item I literally just verified as a seller account so I'm not pretty sure why since I haven't done any transactions yet.
