Restricted from bidding
I guess this is as good a place to start with my issue. I’m guessing here, it’s been at least 4-5 years I have been restricted from bidding on items from a certain seller.
I did bid on a set of golf clubs and won the bid. It wasn’t long after I received notice that the item I had bid on and won was OUT OF STOCK. This all took place before any payment was made.
I was obviously upset and I gave the seller a NEGATIVE FEEDBACK. Once I found out I was restricted from buying from this seller I spoke with a representative from EBay and was told I could contact the seller and work things out.
Seller told me because of the NEGATIVE FEEDBACK is the reason I was prohibited from bidding or buying from their website.
It’s my contention that the seller brought this on themselves by advertising a product they did not have to begin with.
To this day I still cannot bid or buy from their website.
Looking for suggestions and thanks in advance.

Did you use a different account to purchase from that Seller this time around? If you used this ID the Negative Feedback has been removed which it should be if the Seller previously blocked you. It is an eBay Policy violation to try to circumvent a block with a different account but the same account owner.
In 2008 eBay stopped letting Sellers leave less than Positive Feedback for Buyers ... this means the system is unfair, unbalanced and biased towards Buyers ... simply slapping down a Neg FB does nothing but create an adversarial role between "Trading partners" (eBay's term for a Buyer and Seller on a transaction.

Sellers don't have many ways of protecting themselves from buyers. Being able to block a buyer is one of the few a seller has.
You can expect to be blocked by every seller you leave a bad feedback ... even a neutral. You may also be blocked if you return an item, make a low-ball best offer ... or even ask the seller a question that raises a red flag.
I'm very sorry, but sellers rarely, if ever, remove a block they've placed ... so I think you should give up on this particular seller.
